The short answer: Under Section 2B of the Illinois Consumer Fraud and Deceptive Business Practices Act, 815 ILCS 505/2B, buyers in a home solicitation sale can cancel within three full business days, and the cancellation period doesn’t begin until the seller provides the required notice. Illinois also requires distributed generation installers to be certified by the Illinois Commerce Commission.
Illinois ties the start of the three-day window to the seller’s notice. If you never received the required notice of cancellation, ask a reviewing attorney whether your window ever began.
The Illinois Consumer Fraud and Deceptive Business Practices Act lets consumers recover actual damages and, in some cases, punitive damages and attorney’s fees. The Illinois Commerce Commission certifies distributed generation installers and enforces its rules for them.
Illinois changed net metering for new customers of its large utilities starting in 2025, crediting exported power at a lower supply-based value and pairing it with an upfront distributed generation rebate. Proposals written under older rules may overstate ongoing savings.
