The short answer: Nevada’s solar law, NRS 598.9801 to 598.9822, requires every residential solar lease, purchase and power purchase agreement to include a cover page with notice of your right to cancel within three business days, plus a separate disclosure of no more than three pages; see NRS 598.9809. The law also requires the sale to be recorded and the cover page to list the State Contractors’ Board Recovery Fund and how to complain to the Public Utilities Commission.
Nevada’s three-business-day right is written into every solar agreement’s cover page. If your agreement doesn’t have a cover page, or it misstates the right, that’s a serious problem for the seller.
Nevada’s disclosure for leases must cover estimated production, degradation, removal fees, roof damage warranties, performance guarantees and whether the lessor will file a fixture filing on the system. Violations fall under Nevada’s Deceptive Trade Practices Act, and the State Contractors’ Board runs a Recovery Fund for homeowners harmed by licensed contractors.
NV Energy’s net metering credits for newer customers are set below the full retail rate, stepped down as statewide solar capacity grew. Proposals that valued every exported kilowatt-hour at retail overstated savings.
