The short answer: Under the Virginia Home Solicitation Sales Act, Va. Code 59.1-21.3, buyers can cancel until midnight of the third business day after signing, using any written expression of intent. Any waiver of that right is void, and if a seller obtained one, your three days begin on the first business day after you learn the waiver is void. Until the seller provides the required notice, you can cancel by any means.
Virginia’s restart rule is unusual. If a solar seller had you sign anything waiving your cancellation right, that waiver is void, and your window restarts. Combined with the any-means rule when notice is missing, Virginia’s law rewards careful review of every page you signed.
The Virginia Consumer Protection Act prohibits misrepresentations in consumer transactions and gives consumers a private right of action, with enhanced damages for willful violations. Misleading savings and financing claims fall squarely within it.
Whether your exported power earns a credit, and how much, depends on your utility’s program. Dominion Energy and Appalachian Power customers and electric cooperative members can face different rules, so check your own bill against the proposal.
