The short answer: Under the Wisconsin Consumer Act, Wis. Stat. 423.202, a customer can cancel a consumer approval transaction until midnight of the third business day after the merchant gives the required notice. The rule covers transactions over $25 started by face-to-face solicitation away from the merchant’s business or by mail, email or phone solicitation, and the merchant must refund within ten days; see Wisconsin’s Department of Financial Institutions.

Cancelling a solar contract in Wisconsin

Because Wisconsin starts the clock at the notice rather than the signature, a solar seller that never provided the two required copies of the notice may have left your window open.

Wisconsin solar rules

The Wisconsin Consumer Act is enforced in part by the Department of Financial Institutions, and Wisconsin’s deceptive trade practices law covers misleading sales claims. The Department of Agriculture, Trade and Consumer Protection also takes consumer complaints.

How Wisconsin utilities credit solar

Wisconsin utilities set their own net metering and buyback terms with state regulators, and those terms differ by utility. Check what your utility actually pays for exported power.
