The short answer: Under HRS 481C-2, it’s an unfair or deceptive practice for a door-to-door seller in Hawaii to skip the required notice of your three-business-day right to cancel. The notice must explain that payments and trade-ins will be returned within ten business days, and the contract can’t waive your rights. Hawaii’s consumer protection laws cover misleading solar sales.
Because Hawaii frames a missing notice as a deceptive practice, a solar contract without the proper cancellation language raises both a cancellation question and a consumer protection question.
Hawaii’s Office of Consumer Protection enforces the state’s consumer laws, and deceptive practices can expose sellers to penalties and consumer claims.
Hawaii closed its original net metering program to new customers years ago, and newer programs compensate exported power differently, often encouraging batteries. A proposal that assumed retail-rate credits may not match your program.
