The short answer: Delaware’s Home Solicitation Sales Act gives buyers three business days to cancel a door-to-door sale of $25 or more, including sales made after you invited the seller and sales solicited and completed by phone. Delaware excludes Saturdays, Sundays and legal holidays from business days, and sellers can’t sell or assign your note to a finance company before midnight of the fifth business day.
Delaware requires door-to-door salespeople to display an identification card from the Department of Finance. If your solar seller didn’t, note it. Also check whether your financing was assigned to a lender within the first five business days.
Delaware’s Consumer Fraud Act prohibits deception and misrepresentation in sales, and the Department of Justice’s Consumer Protection Unit enforces it.
Delmarva Power and Delaware’s electric cooperative and municipal utilities offer net metering under state rules, with differences in how excess credits are handled. Check your own bills.
