The short answer: Iowa’s door-to-door sales law, Iowa Code chapter 555A, gives buyers three business days to cancel, and Iowa defines business days to exclude Saturdays, Sundays and public holidays. Sellers must provide two copies of a Notice of Cancellation in the same language as the contract, tell you about the right out loud and refund within ten business days.
Because Iowa skips Saturdays, a contract signed late in the week leaves more time than many homeowners realize. The seller also can’t include any waiver of your rights in the contract.
Iowa’s Consumer Fraud Act prohibits deception and misrepresentation in sales, and the Attorney General’s Consumer Protection Division enforces it.
MidAmerican, Alliant and Iowa’s cooperatives each treat exported solar their own way, so line up a year of bills against the promised savings.
